Add the potatoes to a large pot, cover with cold water and bring to a boil over high heat. Boil until fork tender but not over cooked.

Cook Potatoes:

Drain and allow to cool to room temperature. You can also use an instant pot for cooking the potatoes.

While the potatoes are cooking, prepare the creamy dressing by whisking the mayo, Greek yogurt, dijon mustard, salt and pepper and fresh dill in a small bowl until smooth.

Prepare The Dressing:

Fold in the chopped capers and diced celery.
