Add the small red potatoes to a large saucepan or large pot. Cover with cold water and bring to a boil over high heat. Boil until fork tender but not over cooked.
Allow the cooked potatoes to cool to room temperature. You can also move them to the refrigerator.
While the potatoes are cooling, prepare the dressing.
Fold in the capers and diced celery.
Dice the cooled potatoes. Place them into a large bowl along with the sliced green onions, reserving some to sprinkle on top.
