Set over to 350 degrees F / 180 C. Grease an 9 inch baking dish. Pulse the oats in a high speed food processor or a high-speed blender until they become fine oat flour.

Preheat Oven, Make Oat Flour:

Add all remaining ingredients, except the chocolate chips, and blend until you have a well incorporated and smooth batter.

Add Remaining Ingredients:

Transfer the batter to a mixing bowl and allow it to rest for 30 minutes.

Move Oat Mixture to Mixing Bowl, Add Chocolate Chips

Pour the batter into the prepared dish and sprinkle the reserved chocolate chips over top of the batter.
